user-input forms

is it possible for me to be able to make a list of check boxes
that when someone else accesses the page they can check them then
even after they leave or refresh the boxes stay checked?
and other visitors will also be able to see the changes?

or any other similar ideas with the same function?

Yes, but you need to store it somewhere accessible to everyone - i.e. not on the client but on the server (so, probably a database of some sort) and use a server-side scripting language to set the checkboxes before the page renders.
